LE GUARDIAN ACCUSE L’AIE !

Le journal britannique Guardian accuse l’AIE (Agence Internationale pour l’Energie, dépendant de l’OCDE) d’avoir dissimulé la véritable situation du pétrole en surestimant ses réserves et sa production. Le Docteur Fatih Birol, qui dirige le service économique de l’AIE, est accusé d’avoir cédé aux autorités américaines qui veulent dissimuler la vérité pour ne pas créer une « panique » sur les marchés (http://www.guardian.co.uk/environment/2009/nov/09/peak-oil-international-energy-agency)

“The world is much closer to running out of oil than official estimates admit, according to a whistleblower at the International Energy Agency who claims it has been deliberately underplaying a looming shortage for fear of triggering panic buying.

The senior official claims the US has played an influential role in encouraging the watchdog to underplay the rate of decline from existing oil fields while overplaying the chances of finding new reserves.”

Ce sont deux employés « senior » de l’AIE qui ont vendu la mèche, en contactant le journal, tout en préservant leur anonymat. L’article ci-dessus contient un enregistrement audio de la conversation, et son authenticité ne peut être mise en doute. Le Dr Birol est coincé entre l’irritation des employés de l’AIE devant cette dissimulation, et les pressions qu’il subit. Mais il a du reconnaitre une partie de la vérité (j’avais déjà relevé, dans le chapitre I de ce blog, la contradiction de la position de M. Birol, en l’attribuant à des pressions).

A second senior IEA source, who has now left but was also unwilling to give his name, said a key rule at the organization was that it was "imperative not to anger the Americans" but the fact was that there was not as much oil in the world as had been admitted. "We have [already] entered the 'peak oil' zone. I think that the situation is really bad," he added.

Colin Campbell, un expert reconnu, pense que finalement, il vaut mieux ne rien dire :

But as far back as 2004 there have been people making similar warnings. Colin Campbell, a former executive with Total of France told a conference: "If the real [oil reserve] figures were to come out there would be panic on the stock markets … in the end that would suit no one."

Rappelons cette déclaration terrible du Dr Birol, le 9 août 2009 :

More than 800 oil fields in the world, covering three quarters of global reserves, have found that most of the biggest fields have already peaked. The IEA estimates that the decline in oil production in existing fields is now running at 6.7 per cent a year compared to the 3.7 per cent decline it had estimated in 2007, which it now acknowledges to be wrong.

Avec cette publication du Guardian, la crédibilité du peak oil dépassé est encore renforcée. Avec un rythme de baisse de la production vraiment terrifiant.

Pourtant, actuellement, on ne perçoit nulle trace d’inquiétude dans le monde. Le cours du brut reste sagement dans les limites 70-80$ assignées par le G8. Mais nous savons que cette situation est temporaire, et que très prochainement, la hausse repartira.

Est-ce que nos dirigeants connaissent la vérité ? A coup sûr, oui. Ils n’ont certainement pas attendu la parution du Guardian. Un plan répondant à cette situation devient une nécessité.
